Quinn Koller helps higher education leaders make consequential decisions before changing circumstances make those decisions for them.

He learned to lead through uncertainty in environments where hesitation carried real consequences. As a commissioned officer in the U.S. Marine Corps and later in foreign intelligence and international geographic affairs, Quinn rarely had the luxury of complete information. He learned to identify what mattered, distinguish signals from noise, make the best defensible decision available, and adjust as new intelligence emerged.

That lesson has shaped more than three decades of leadership across government, international education, accreditation, institutional strategy, and higher education. The settings changed, but the problem remained remarkably consistent: capable leaders often had enough information to act, yet delayed while waiting for certainty that was never going to arrive.

Quinn understands why. Institutional decisions are rarely simple. Presidents, provosts, deans, and boards must balance enrollment, program economics, workforce demand, technology, governance, mission, and public trust—often while the assumptions supporting yesterday’s strategy are already changing. The wrong decision can be costly. But waiting carries a cost of its own.

Quinn’s role is not to arrive with all the answers. It is to help leaders see the decision more clearly, make it with greater confidence, and move before the opportunity closes.

At Utah Valley University, Quinn built viability models across a 446-program academic portfolio, applying consistent criteria to enrollment, workforce demand, program performance, and institutional priorities. That work informed the redirection of $8.9 million from underperforming programs into areas of growth and became part of the university’s continuing planning process. He has also led accreditation, institutional effectiveness, academic assessment, program development, and AI-assisted academic planning.

Today, Quinn serves as UVU’s Director of Academic Strategy and teaches Strategic Foresight at the Woodbury School of Business. He helped design the university’s BS in Strategic Foresight and Business, bringing the discipline of anticipating change into the education of future leaders.

As co-founder and Principal of QR Strategic Foresight, Quinn advises, coaches, teaches, and speaks to leaders navigating decisions that will outlast a single planning cycle. His work is grounded in the Uncertainty Decision System and its operating framework: SEE. DECIDE. MOVE.
