Quinn Koller
Decision-making under uncertainty, built from the inside of higher education.
Quinn’s career started outside a university, not inside one. He served as a non-commissioned officer, worked in an attaché role in international geographic affairs, coordinated geographic information systems, and led corporate library services and business development in the library and information field, across assignments in the United States and abroad.
That path led to CGFNS International, where from 2004 to 2011 he worked first as an International Education Librarian and Researcher, then as an International Business Development Analyst. From there, Laureate Education brought him in as Director of Regulatory Affairs for International Institutions, coordinating accreditation submissions across Laureate’s international campuses. That’s where accreditation work stopped being adjacent to his career and became the center of it.
In 2013, Quinn joined Utah Valley University as Director of Academic Quality Assurance, a role he held for nearly a decade. He created new academic programs across every delivery format up to the master’s level, from demand and cost modeling through approval and implementation, and built the ongoing program review process UVU still uses to judge viability and learning-outcome quality. Inside that role, he built viability models across the university’s 446-program portfolio, scoring every program against the same criteria and mapping enrollment against workforce demand. What he found led to redirecting $8.9 million out of underperforming programs and into high-demand growth areas, a framework that became UVU’s standing annual planning process rather than a one-time fix.
From January 2023 to August 2025, Quinn served as Director of Institutional Effectiveness, Accreditation, and Academic Assessment, directing UVU’s NWCCU accreditation processes and mid-cycle reporting across all seven standards, and redesigning the university’s assessment and program-review frameworks using AI-assisted analytics.
Today Quinn is UVU’s Director of Academic Strategy, and has been an adjunct instructor in Sport Management and Strategic Foresight at the Woodbury School of Business since December 2022, where he designed the university’s BS in Strategic Foresight and Business, the first degree of its kind in the country. He is also co-founder and Principal of QR Strategic Foresight LLC (QRSF), the vehicle for all of his consulting work.
Nearly 20 years in accreditation
Quinn brings close to two decades of regional and specialized accreditation experience to every engagement. He is an active NWCCU Peer Reviewer, an NWCCU Mission Fulfillment Fellow, and an NWCCU Data Equity Fellow. During his years with Laureate Education, he carried accreditation liaison responsibilities with NEASC, AACSB, HLC, and WASC.
Off campus
Quinn was Director and Head Coach of UVU Men’s Rugby, and coached the team to the 2015 D1AA Varsity Cup National Championship. The same discipline that goes into a viability model goes into building a championship team: clear criteria, honest evaluation, and a plan everyone actually commits to.
How he works
Quinn’s signature framework, SEE. DECIDE. MOVE., underlies everything from a single coaching conversation to a portfolio-wide review. Underneath it is the Uncertainty Decision System (UDS), his practical framework for acting at roughly 70% information and confidence. UDS classifies decisions by reversibility and routine, then uses self-assessment, structured commitment and review loops, decision audits, and clear communication to turn uncertainty into disciplined action.
